1. Understanding the PACT Act

The Prevent All Cigarette Trafficking (PACT) Act is a federal law enforced by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and the U.S. Postal Service (USPS).
It regulates the online sale, shipping, and taxation of tobacco and nicotine products, including vape devices, e-liquids, and nicotine pouches.

In December 2020, the PACT Act was expanded to include Electronic Nicotine Delivery Systems (ENDS) — any product that delivers nicotine or similar substances via aerosol or vapor.

2. Products Covered by the PACT Act

Under federal law, the following Nicotine-based products fall under the PACT Act:

• Disposable vapes and refillable vape pens

• Nicotine pods and cartridges

• Nicotine pouches and e-liquids

• Any device that vaporizes or delivers nicotine

These products must follow strict shipping, reporting, and age-verification procedures.

3. Products Not Covered by the PACT Act

While the PACT Act primarily governs nicotine, your other categories are regulated differently:

We maintain separate compliance processes for each category to ensure legality in every U.S. jurisdiction.

4. Our PACT Act Compliance Process (Nicotine Products)

For all nicotine and vape products, we fully comply with PACT Act requirements, including:

a) Age Verification

• You must be 21 years or older to purchase nicotine products.

• We use an independent, third-party age verification system at checkout.

• You will be required to present a valid government-issued ID upon delivery.

b) Adult Signature Delivery

• All nicotine shipments require adult signature confirmation (21+).
